Use your customer service and payroll or benefits experience as a Payroll and Benefits Specialist (Entry or Advanced) with the Division of Personnel Management's - Region 1 HR Team!
We provide efficient, accurate, and timely service on the full scope of payroll and benefits processing and assistance to employees, management, and retirees within Region 1. The Bureau of Human Resources Region 1 includes the Department of Administration, Department of Financial Institutions, Department of Safety and Professional Services, Department of Transportation, Higher Educational Aids Board, and the Public Service Commission.
This position will be headquartered at the Hill Farms State Office Building at 4822 Madison Yards Way, Madison, WI or the DOA Building at 101 E. Wilson Street, Madison WI. This position has the ability to work remotely up to 5 days per week but will be required to report to the office frequently to complete certain tasks. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position SummaryThe Payroll and Benefits Specialist handles bi-weekly/weekly payroll and benefits transactions including counts for employee's time and leave each week using PeopleSoft, calculating gross salary and leave accounting adjustments, processing new employees, employment changes, terminations, employment verifications, leaves of absence and other payroll and benefit related transactions as appropriate.
This position also administers complete benefit package including all state offered insurance programs, retirement, and the Family Medical Leave Act (FMLA).
Additionally, this position provides consulting and educational services to individual employees, supervisors, and management as needed.
Salary InformationThe Payroll and Benefits Specialist level is in schedule-range (81-05) with an hourly rate of $25.00-$27.04, depending on qualifications plus excellent benefits.
The Payroll and Benefits Specialist-Advanced level is in schedule-range (81-04) with an hourly rate of $27.73-$31.00, depending on qualifications plus excellent benefits.
A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job DetailsDue to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.
QualificationsMinimally qualified applicants must have all the following:
- Experience using a Human Resources Information System (i.e., PeopleSoft, Kronos, ADP, etc.) for payroll or benefit processing activities.
- Experience providing customer service, consultation, or technical assistance to diverse customers (i.e., internal/ external customers, employees, management, etc.) on HR related topics.
- Experience performing payroll, benefits, or fiscal support duties (i.e., entering or processing payroll, employee benefit administration, payroll accounting, accounts receivable/ payable, etc.)
- Experience auditing or resolving discrepancies of payroll, benefits, or fiscal data (i.e., timesheet or benefit adjustments, reconciliation, benefits, data validation, etc.)
In addition to all of the above, well-qualified applicants have one or more of the following:
- Experience researching, interpreting, and applying policy, administrative code, or statutes related to leave or benefits administration.
- Experience training and/or presenting on payroll, benefits, or HR functions to internal employees, supervisors, and management.
In addition to the qualifications listed above, an applicant at the Payroll and Benefits Specialist-Advanced level has all the following:
- Experience training or orientating employees to payroll, benefits, or HR topics.
- Experience creating training materials, job aids, or other informational documents.
- Experience working with State of Wisconsin payroll and benefits processes, policies, and/or procedures.
