Job Description The City of Avondale has an opportunity for a Library Programs Specialist in the Parks, Recreation & Libraries Department. Performs a variety of specialized and skilled, library work. Primary duties typically include preparing and presenting public programs, cataloging, bibliographic searches, assisting library patrons in locating materials and using computer resources, assisting with the acquisition, preparation, and organization of library materials, assessing fines, and enforcing library policies. This position is not supervisory but provides lead supervision when needed in absence of supervisor, including opening and closing duties and securing of facility. Provides training and/or directs the work of less experienced employees or volunteers as needed. Essential Functions

Assists patrons, processes book requests, researches databases to determine availability of items, answers general reference questions, circulates materials, receives and verifies payments for library fines and fees, including credit card transactions, and creates patron records. Provides excellent customer service. Assists library patrons in the use of library computers and specialized software. Answers basic computer, technology, or Internet-related questions. Provides instruction in the use and operation of library reference tools, online computer catalogs, electronic databases, and other library resources. Creates, develops, and conducts programs under the direction of a supervisor. Develops and conducts special programs, events and activities, library skills sessions, and story times. Delivers programs and presentations on and offsite to community and school groups. Under the direction of a supervisor, manages special projects, special assignments, and grants as needed. Handles complex customer service problems such as resolving fee disputes. Provides information and interpretation concerning library policies and procedures. Assists in the selection of materials for purchase for the library collection. Performs basic cataloging. Provides statistical information on library materials, programming, and general information. Trains, monitors, and assists with library volunteers. Provides lead supervision in the absence of supervisor or manager over staff and facility. Staffs customer service desk, provides instruction to library patrons on the use of self-service kiosks. Prepares handouts/activity sheets, creates flyers and promotional materials for the library and updates and posts on library social media sites Provides backup for reconciling library deposit and provides courier service between libraries.

Minimum Qualifications

High School diploma or GED equivalent.

Two (2) years of assisting in libraries, customer service, or programming.

Bilingual speaking skills (Spanish) preferred.

Supplemental Information

Work requires the ability to read the public library catalog, manuals, Dewey decimal classifications, book reviews, order forms and computer screens. Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division. Work requires the ability to write notes on patrons records and changes to the technical manual. Planning responsibilities include workloads and effective time management, Program development, staff support and training, budget and grants, and data reporting. Work requires the occasional direction of part-time staff and volunteers. Work is governed by broad instructions, objectives, and policies. Work requires the exercise of considerable initiative and independent analytical and evaluative judgment. Work may require contacting others within the organization, including similar work units or departments within the City. In addition, work may involve collaborating with individuals outside the City who may belong to professional or peer organizations. Communicating with supervisor(s) before initiating library-related contact with other city departments and outside entities is required. Employee must maintain a courteous, professional demeanor with peers, supervisors, City staff and the public. Meetings and discussions may be attended within the library or the City. Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
