Introduction

Bring your superior customer service skills and HR expertise to our collaborative and passionate HR team as a Family & Medical Leave Act (FMLA) & Reasonable Accommodations Specialist (HR Specialist or HR Specialist-Senior)! This position will coordinate a portion of Region 1's medical program and process reasonable accommodations requests.

The Division of Personnel Management's Region 1 consists of the Department of Transportation, Public Service Commission, Department of Financial Institutions, Department of Safety and Professional Services, the Higher Education Aids Board, and the Department of Administration (along with its attached boards, agencies, and commissions).

This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position may be headquartered at any of the following locations:

Position Summary

The FMLA and Reasonable Accommodations Specialist provides professional guidance and assistance to supervisors, managers, and employees with respect to medical issues related to medical leave of absences, FMLA issues, fitness for duty determinations, reasonable accommodations, and medical exemptions pertaining to fleet car use.

Other responsibilities include:

  • Developing and presenting training to agency managers on topics such as FMLA, fitness for duty, reasonable accommodations, and medical leaves of absences.
  • Maintaining confidentiality of employee medical information.
  • Assisting with revision and creation of policies and procedures.
  • Researching and discussing accommodation requests.
  • Collaborating with Region 1's Equal Employment Opportunity (EEO) Officer on medical and accommodation guidance.

This position will be hired at the HR Specialist or HR Specialist-Senior level depending on qualifications.

Salary Information

The HR Specialist level (schedule-range 81-04) has an annual salary of $66,560-$70,720 depending on qualifications, plus excellent benefits.

The HR Specialist-Senior level (schedule-range 81-03) has an annual salary of $72,800-$79,040 depending on qualifications, plus excellent benefits.

A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience developing and presenting training to others on complex HR topics.
  • Experience explaining policies and procedures on HR topics to business partners and/or customers.
  • Experience researching and providing solutions/guidance to staff and leadership.

In addition to the above, well-qualified applicants will have one or more of the following:

  • Experience consulting with business partners (such as legal counsel, HR staff, leadership, etc.) on personnel related topics including medical leaves and accommodations.
  • Experience revising or creating HR policies and procedures.
  • Experience interpreting laws, statutes, policies, and/or administrative code.

HR topics may include: recruitment, compensation, payroll, benefits, employment relations, reasonable accommodations, medical leave, etc.

At the HR Specialist-Senior level, the applicant has experience applying the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Pregnant Workers Fairness Act (PWFA), and the Pump Act.
