Job Summary:

This position plans, organizes, analyzes, conducts and coordinates professional fish and wildlife management activities in the office, field or laboratory. Develops and uses best practices in managing the states fish and wildlife populations and their habitats. Develops and/or reviews recommendations and reports on wildlife research, surveys, habitat evaluations, special studies, and investigations and/or environmental inventories and estimates. Oversees work, programs and/or projects related to areas of expertise and focal species. This employee works under general supervision of the Branch Chief, exercising discretion and independent judgment within agency guidelines. Provides consultation and technical advice within specialty areas and makes public presentations. Oversees specific projects, including scheduling project personnel and equipment and organizing data collection field trips. Responsible for initiating contracts, writing proposals, responding to Request for Proposals (RFP) and generating detailed funding proposals and study plans. Daily tasks include managing personnel requirements, wildlife projects, branch budgets, client invoicing, budget loading, fiscal project management and project time lines. Aids or directs the field collection of data, manages projects, directs activities, and supervises Project Specialists and Technicians. Manages Branch motor pool and ensures that project staff have vehicles to conduct project activities. Direct supervisor of research biologist and two program and project specialists.

Job Duties:

• Under Branch Chief oversight, manages Branch budgets, project invoicing, project initiation and tracking, equipment purchase and inventory, management of the WMWC motor pool, annual reporting requirements, and manages other fiscally related issues for the entire Branch. Prepares wildlife related contract project reports.

• Provides statewide support and guidance for subject matters

• Supervises and provides guidance to the Branchs Program and Projects Specialists (2) involving managing administrative logistics for Branchs statewide workforce. Supervises and provides project management guidance to Wildlife Specialists, temporary staff, and interns on program and contract projects throughout the year

• Plans organizes, analyzes, conducts and coordinates advanced wildlife research and habitat restoration projects

• Attends both internal and external client meetings, in and out-of-state regarding ongoing or proposed research projects and other projects in response to client needs

• Attends conferences and symposiums to network with peers and potential clients, and at times present research findings to peer groups

• Participates in and sometimes presents at public and professional meetings

Knowledge, Skills & Abilities (KSAs):

The candidate will have knowledge of fish and wildlife management and advanced wildlife science techniques. Understanding of job related federal, state and agency rules, regulations, policies and procedures. Ability to apply scientific data collection procedures and report writing techniques. Knowledge of State and Department fiscal and budget processes, requirements and laws. Knowledge of cultural guidelines and laws as they relate to prehistoric and historic properties and artifacts: Federal, state and agency rules, regulations, policies and procedures. Work supervision principles and leadership techniques, including coaching, mentoring and staff development. Public relations, negotiation and customer service principles and techniques. Knowledge of habitat restoration techniques and wildlife conservation tools. Grammar and writing techniques. Game and fish environmental laws, regulations, policies and procedures. Topographic map, compass, GPS unit and APP interpretation and use. General ability to conduct field related work in potentially harsh desert conditions. The candidate will have skills applying job related federal, state and agency rules. Regulations, policies and procedures. Plan and execute wildlife-related programs. Apply work supervision and leadership techniques, including coaching, mentoring and staff. Apply wildlife science and management best practices as appropriate to supervisory assignment development. Develop and maintain working relationships with the various governmental agencies, special interest groups, the media and the public. Provide appropriate public relations and customer service within and outside the agency to a variety of Individuals and private public entitles. Skill In electronic data processing and analysis; technical writing, the use of agency radio systems, GPS units, computers and associated software and other technology related tools, 4 wheel drive vehicles, ATVs, UTVs, boats, and wilderness survival skills. Skill In supervising subordinate staff and developing an effective and highly functional team. The candidate will have the ability to apply wildlife science as appropriate to assignment, e.g., habitat evaluations investigation, species identification, species requirements, ecological support systems, etc. Apply federal, state and agency rules, regulations, policies and procedures, use best practices and perform and supervise the performance of various wildlife-related duties, e.g., wildlife surveys and tagging wildlife. Apply scientific data collection procedures and report writing techniques. Develop working relationships with the public and various governmental and special interest groups. Provide appropriate customer service within and outside the agency to a variety of individuals and private and public groups. Communicate orally and in writing. Work irregular hours, including on weekends and holidays and at night. Interact with the public and apply public relations and problem-solving techniques. To work alone and as part of a team.

Pre-Employment Requirements:

Employment is contingent upon completion of a post-offer medical/physical examination and the agencys ability to reasonably accommodate any restrictions. The candidate must have a Bachelors or advanced degree in fisheries and/or wildlife sciences or a closely related field from an accredited college or university and two years professional experience in fisheries and/or wildlife research or management. An advanced degree in fisheries and/or wildlife sciences or closely related field may substitute for one year of required experience. This position requires driving or the use of a vehicle as an essential function of the job, the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate drivers license, complete all required training, and successfully pass all necessary drivers license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
