Transportation Specialist I, II, or III - (2500611) Position Information

The San Antonio District is looking for a Transportation Specialist I, II, or III to join the Districts Central Design Section. As a Transportation Specialist with Central Design, you will assist the office with roadway design, computer aided drafting, plan set production (PS&E), and estimates for projects in the twelve-county area of the District. Annual Salary Ranges

Transportation Specialist I (B19) - $48,244- $76,028

Transportation Specialist II (B20) - $51,158- $81,351

Transportation Specialist III (B21) - $54,278- $87,046

Position Description

Provides technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Transportation Specialist I

  • Assists with project design involving design calculations and sketches of plans, layouts and typical sections.
  • Develops and monitors budgets.
  • Reviews and revises Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems or Intelligent Transportation Systems (ITS).
  • Performs other job responsibilities as assigned.

Transportation Specialist II

In addition to the duties listed above

  • Assists with project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
  • Evaluates and analyzes design issues.

Transportation Specialist III

In addition to the duties listed above

  • Assists in prioritizing and scheduling projects.
  • Consults with Department personnel, manufacturers and vendors regarding equipment operation, design, installation, equipment failure, complex repairs or replacement recommendations.

Minimum Qualifications:

Education: Bachelors Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Transportation Specialist I: 2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.

Transportation Specialist II: 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience.

Transportation Specialist III: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • Valid drivers license. This position requires driving a state vehicle.

  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Design and plan preparation methods and requirements
  • The Texas Manual on Uniform Traffic Control Devices
  • Maintaining effective working relationships with others
  • Using computers, applicable programs, applications, and systems
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
  • Applying engineering principles, practices, and methods in job responsibilities

  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
  • Interpreting applicable information

Physical Requirements and Working Conditions:

  • Subject to outside environmental conditions; no effective weather protection
  • Subject to noise
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Required to wear protective gear-respirator, hard hat, or other device
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-operate motor vehicles and heavy equipment
