Maritime Program Coordinator II/III (Dredging Coordinator) - Maritime Division - (2500709) Position Information

TxDOT is looking for a motivated individual to assess and oversee dredging needs related to the states ferry operations. Responsibilities will include the planning, coordination, and budgeting of these activities, including the disposal of dredged material via placement areas or beneficial use projects. In this role, you will act as the liaison with state and federal agencies involved with these processes.

Position Description

Program Coordinator II

Administers [complex] state and federal maritime grant programs and projects. Conducts project management review, oversight and compliance monitoring of complex applications, grant agreements, procurements, reimbursements, audits and administrative requirements to determine compliance with federal and state requirements, laws, regulations, policies, and procedures. Work requires contact with departmental managers, high-level executives, governmental officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Program Coordinator III

Administers [highly advanced] state and federal maritime grant programs and projects. Oversees project management review, oversight and compliance monitoring of complex applications, grant agreements, procurements, reimbursements, audits and administrative requirements to determine compliance with federal and state requirements, laws, regulations, policies, and procedures. [May Serve as Lead Worker]. Work requires contact with departmental managers, high-level executives, governmental officials and/or private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Program Coordinator II

  • Acts as district or division liaison in area of expertise.
  • Performs complex administration of federal and state maritime grants, funding and planning programs and projects,
  • Coordinates data collection, evaluations, analyses, studies and/or plan development and assists in research and preparation of maritime reports.
  • Provides technical assistance on program requirements to government agencies, transit providers, community organizations and the general public.
  • Develops contract requirements or specifications in support of programs or projects.
  • Evaluates consultant performance for contractual compliance.
  • Prepares and analyzes advanced applications and prepares and makes recommendations on program funding; reviews and recommends contracts/grants/projects/programs/lettings.
  • Reviews and evaluates maritime plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards.
  • Plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies.
  • Stays abreast of transportation industry changes and requirements, policies, procedures and legislation.
  • Performs other job responsibilities as assigned.

Program Coordinator III - All of the above plus:

  • Ensures compliance with federal and state requirements concerning program administration and management.
  • Oversees and coordinates the development and distribution of information.
  • Represents the Department with federal, state and local officials on matters specifically related to the port and waterways improvement program, the facility development process and other issues.
  • Serves as subject matter expert.
  • Serves as the divisions research liaison with other agencies.
  • Trains less experienced employees.

Minimum Qualifications:

Education: Bachelors Degree in Business or Public Administration or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Program Coordinator II

3 years in project management, program coordination, planning, research analysis, grant administration and/or contract management.

Program Coordinator III

5 YEARS in project management, program coordination, planning, research analysis, grant administration and/or contract management.

(Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
