Job Summary:
This Investigations Manager will work under the direction of the Deputy Director and will be responsible for overseeing and managing the performance of the Boards investigators and support staff. This position will supervise a minimum of six staff members.
In this position you will review, prioritize, assign and monitor complaint investigations; coordinate investigations with other state and federal agencies; recommend training for unit personnel, prepare staff evaluations, review unit operations and procedures, and recommend changes as needed to increase efficiency and effectiveness; review and provide corrections to documents prepared by staff; coordinate the activities of the Boards Enforcement Advisory Committees and maintain professional relationships with registrants, building officials and other government officials as necessary; provide interpretations of the appropriate statutes and rules to subordinate personnel, applicants, registrants and the public; represent the Investigations Unit and the Board as required.
Job Duties:
- Perform after meeting tasks, including but not limited to: update Boards disciplinary action page, create Board Meeting Results Memorandum and share with staff, update National Council Enforcement Exchanges, prepare Letters of Transmittal for cases referred for criminal prosecution
- Answer inquiries regarding investigations received from the public. Monitor complaints inbox. Identify and communicate (to alleger) any additional information needed to proceed with an investigation
- Acting as liaison with the Office of Attorney General, AAG, regarding complaints forwarded to hearing. Coordinate investigations with other state and federal agencies and the Office of Attorney General
- Participate in Enforcement Advisory Committee (EAC) meetings, Board meetings, Hearings, staff meetings, and travel to attend national and local conferences and events as required
- Review and give feedback to supervised staff regarding investigation files, consent agreements. Board packets, subpoenas, legal documents, etc
- Perform monthly staff 1-1s and annual evaluations. Review, prioritize, assign and monitor staff assigned complaint investigations
- Review unit operations and procedures, and recommend changes as needed to increase efficiency and effectiveness
- The Enforcement Manager will provide an Enforcement Directors Report on a monthly basis
- The Board Packets will include the Investigative Report and corresponding case materials
- Supervise six employees; five investigators and one home inspection assessor
- Perform research and produce reports as requested from the executive team
- Log complaint in Complaint Log, assign the case to an Investigator
- Review and assemble Board Packets
- Review and approve leave requests
- Review and approve time sheets
Knowledge, Skills & Abilities (KSAs):
Knowledge:
- Appropriate investigative and enforcement techniques and methods involving collection and storage of evidence, interviewing and documentation
- Techniques and methods of managing and supervising administrative and technical staff
- Various state and agency statutes, rules, codes, and policies governing investigations
- Case and records management, public access and retention requirements
- Computer software such as Microsoft and Google products
- Mediation and negotiation techniques and practices
- Program and Project Management methods
- Open Meeting Law
Skills:
- Enforcement methods, such as interviewing, evidence collection and storage, research and writing skills
- Multi-tasking skills, handling any different projects and responsibilities at one time
- Organizational skills in preparing cases for Board review at monthly meetings
- Managing diverse populations of employees
- Negotiating and mediation techniques
Ability:
- Research, preparation and review of agency correspondence to various public officials and the public concerning the interpretation of applicable statutes, rules and codes
- Interpretation and application of applicable Arizona administrative and criminal statutes, codes, rules governing investigation and enforcement operations
- Provide reports and/or presentations to the Director, Board members, Attorney Generals Office, Office of Administrative Hearings
- Resolve problems and questions presented by staff regarding work assignments, processes, policies, enforcement methods
- Administer a statewide regulatory professional standards/white collar crime investigation and enforcement program
- Management and supervision practices, including coaching and assisting staff with assignments and training needs
- Guide and direct volunteer technical assessors and assess results of enforcement advisory committee interviews
- Successfully negotiate settlement agreements with offenders in lieu of formal administrative hearings
- Work in a lead role, in team environment or independently with tact, poise and integrity
- Interpret and answer complex questions regarding state laws
Selective Preference(s):
- Five (5) years or more of experience as an investigator in State service conducting complex regulatory and criminal investigations or substantially equivalent experience conducting complex investigations for a law enforcement, criminal justice or state regulatory agency
- Bachelors Degree in criminal justice, public administration or similar degree from an accredited institution of higher learning preferred
- Regulatory investigative experience; supervisory experience; law enforcement experience; complex investigative experience
- Formal training and/or experience in the methods and techniques of public agency management, supervision and training
